Which ads need a Special Ad Category?
Meta's four categories, with its own examples (Meta notes the list isn't comprehensive and isn't legal advice):
- Since 21 January 2025, the financial category is required for advertisers based in the US or showing these ads to people in the US. Ads may be rejected without it.
| Category | Covers |
|---|---|
| Financial products and services | Ads that promote or link to a financial offer, including credit. This replaced the old Credit category. |
| Employment | Jobs, internships, professional certification programmes, job boards and fairs, and ads about company perks. |
| Housing | Home sales and rentals, homeowners and mortgage insurance, mortgage loans, repairs, home equity and appraisals. |
| Social issues, elections or politics | Ads by or about candidates, parties, elections and referendums, and ads about debated social issues. |

How do you choose a Special Ad Category?
You declare it at the start of the campaign in Ads Manager:
- Go to Meta Ads Manager and create a campaign, or open an existing one.
- Select Special Ad Categories.
- Under Categories, choose the category that applies.
- Under Countries, choose where you want to run the campaign.
- Carry on building the ad set and ad as usual.

What changes for housing, employment and financial ads?
For advertisers based in or reaching the US, and advertisers reaching Canada and certain countries in Europe, Meta limits or removes these audience options:
- Age, gender and ZIP or postcode targeting.
- Exclusion targeting, lookalike audiences and saved audiences.
- Some detailed targeting interests.
- City or pin-drop locations get an expanded radius.
- Advantage+ audience isn't available, and Advantage+ catalogue ads face the same limits.

What about ads on social issues, elections or politics?
In countries where it's required, you must get authorised first: confirm your identity, give details about your organisation for a "Paid for by" disclaimer, and accept that the ads stay in the public Ad Library for seven years. Meta also checks that whoever runs the ad appears to be in the country being targeted.
Because of the EU's political advertising regulation, Meta says advertisers can't create or edit these ads in the European Union.

What if your ad is rejected over its category?
Check these before appealing:
- Political or issue ad without the category: Meta says the campaign will be disapproved. Edit the campaign, select the category and complete authorisation if prompted.
- Financial ad in the US without the category: Meta says it may be rejected. Choose Financial products and services and resubmit.
- Audience options greyed out: that's expected once you pick housing, employment or financial. Broaden the audience instead; Meta encourages it.
- Rejected for something else: follow Meta's rejected-ad steps and fix the text, image or landing page.

Where Zolyp fits
Zolyp is our product, so weigh this section with that in mind. Zolyp doesn't run ads, so it never sets ad categories. If you're a letting agent, recruiter or broker, it keeps your organic Page posts going while your ads follow these rules.
Zolyp plans the week across your content themes, writes the captions and designs the visuals against your Brand Brain (your tone, colours and rules, saved once), then schedules and publishes to Instagram, Facebook, LinkedIn, Google Business, X, TikTok, YouTube, Pinterest, and Threads. You review and approve the week, and Autopilot lets you hand off publishing theme by theme once you trust the output. Plans that create the posts start at $29 a month, with a 3-day free trial and no card required.
Common questions
Do job adverts on Facebook need a Special Ad Category?
Yes. Meta's employment category covers full and part-time jobs, internships, job boards and fairs, and even ads about a company's perks without a specific job offer.
Can I target by age with a housing ad on Facebook?
Not if you're based in or reaching the US, or reaching Canada or certain European countries. Meta limits or removes age targeting for housing ads there.
Are mortgage ads housing or financial?
Meta's housing examples explicitly include mortgage loans and mortgage insurance, so choose Housing for those.
Can I run political ads on Facebook in the EU?
No. Meta says advertisers can't create or edit ads about social issues, elections or politics in the European Union.
What happens if I don't choose a Special Ad Category?
Meta says political and issue campaigns are disapproved, and financial ads in the US may be rejected. You then need to edit the campaign and declare the category.
