The rules that shape Messenger marketing

Messenger isn't email: you can't message whoever you like whenever you like. Meta's Messenger Platform policy sets the windows below. Tools that send messages through Meta's platform must follow them, and the principle is a good guide even when you reply by hand.

For a small business, the rules point to one habit: reply while the customer is still interested. A message answered within the hour lands in a live conversation; one answered three days later may fall outside the window and, more importantly, after the customer has bought elsewhere.

SituationWhat Meta allows
Someone messages your PageA standard messaging window, 24 hours for most actions, in which messages may include promotions
Someone messages after clicking a click-to-Messenger adThe window may last up to 7 days from that first message
Outside the windowMessage tags for important, personally relevant updates on approved uses, not promotions
A person on your team replying lateA Human Agent tag allows manual replies within a separate 7-day period
Someone comments on your Page postA private reply: one message, within 7 days of the comment
Promotions outside the windowSponsored messages, shown with a Sponsored label, to people with an open conversation

Give people easy ways to start a chat

Because the customer has to open the window, your marketing job is to make starting a conversation easy and worthwhile.

Hypothetical example: a cake maker adds "Message us your date to check availability" to every post about celebration cakes. Customers who message get an instant reply asking for the date and number of guests, so by the time the owner opens the Inbox, she has what she needs to quote.

  • Set your Page's action button to Send message, so it's one tap from your Page.
  • Share your m.me link on your website, receipts, emails and printed materials.
  • Mention messaging in posts: "message us for this week's free slots".
  • On desktop, use the comment to message automation, which replies to comments containing hashtags you choose.
  • Run ads that click to Messenger, which send people who tap the ad straight into a conversation with you.

Answer fast: automations first, a person close behind

Meta's policy notes that people expect businesses to respond quickly. Meta Business Suite's Inbox automations cover the basics across Messenger, Instagram and WhatsApp: an instant reply for first messages, an away message, suggested frequently asked questions, and replies to questions about your location, contact details and hours. On desktop you can also set custom keyword replies; Meta says each can include up to five keywords, keywords are case-sensitive, and the reply goes out after 15 minutes unless you answer first.

Automations should hand over, not trap people. Tell customers when a person will reply. Meta requires automated chat experiences to say they're automated where the law requires it, and recommends doing so everywhere as best practice: a line such as "You're chatting with our automated assistant" is enough.

  • Instant reply: "Thanks for messaging Green Lane Garage. This is an automatic reply: a mechanic will answer within the hour, 8am to 6pm."
  • Away message: "We're closed now and will reply from 8am. For a breakdown, call the number on our Page."
  • FAQ: "Do you do MOTs?" answered with the price range and the booking link.
  • Keyword reply: messages containing "tyres" get the tyre price list and a prompt to send the size.

A reply playbook that turns chats into sales

Most Messenger enquiries follow the same path. Write a short playbook so anyone on the team answers the same way.

Hypothetical example of the playbook in action, for a dog groomer. Customer: "How much for a cockapoo?" Reply: "Hi Jo, thanks for asking. A full groom for a cockapoo is usually between our medium and large prices, depending on coat. When was the last groom? I've got Tuesday at 10 or Thursday at 2 this week." The reply answers, asks one useful question and offers two real times.

  1. Greet and confirm: thank them by name and restate what they asked.
  2. Qualify: ask the one or two questions you need, such as date, size or postcode.
  3. Answer: give a clear price, range or availability. Vague replies lose sales.
  4. Offer the next step: a booking link, a time slot or a payment option.
  5. Close the loop: if they go quiet, one polite follow-up while the window is open.
  6. Record it: note what they asked, so common questions become FAQs and posts.

Marketing messages need an opt-in

To send promotions later, outside a live conversation, Meta offers marketing messages on Messenger. Meta says businesses can only send them to customers who have opted in specifically to receive them from that business, and customers can opt out at any time. Entry points Meta lists include m.me links, the Send message button on your Page, and ads that click to Messenger: people who click the ad and reply in chat are opted in to future marketing messages from your Page.

Treat the opt-in like an email list. Tell people what they'll get and how often, such as "new stock alerts, about twice a month", and keep to it. A subscriber who feels spammed will block you.

  • Back-in-stock alerts for a product someone asked about.
  • Early access to booking slots before they go on your Page.
  • Event reminders for people who asked to hear about classes or tastings.
  • A seasonal offer, sent once, to people who bought the same thing last year.

Use click-to-Messenger ads for high-value enquiries

Ads that click to Messenger support an image, a video, a carousel or a slideshow, and open a conversation with your business when tapped. In Ads Manager, Meta's engagement objective covers starting conversations in Messenger, and messages can also be a conversion location for traffic, leads and sales campaigns.

They suit businesses where a conversation closes the sale: quotes, bookings, made-to-order products and services with questions attached. Before running them, make sure someone can answer within minutes during the hours the ad runs, and have your instant reply and FAQs set up.

Judge them by what happens in the conversation, not by the number of chats. Keep a simple tally for each campaign: conversations started, quotes sent and bookings made. A campaign that starts fewer chats but books more of them is the better one.

What not to do

Most Messenger problems come from treating it like a broadcast channel. Treat it like the shop counter instead: people come to you, you help them properly, and they come back. Check the Inbox at set times each day, so nothing waits overnight without at least an away message.

  • Don't use message tags to send promotions. Meta says misuse can restrict your ability to send messages.
  • Don't hide a bot behind a human name; disclose automation.
  • Don't leave messages unanswered overnight without an away message saying when you'll reply.
  • Don't paste the same long sales script to every enquiry; answer what they asked.
  • Don't add people to marketing messages without a clear, specific opt-in.

Common questions

What is the 24-hour rule on Facebook Messenger?

Can I send promotional messages on Messenger?

Yes, inside the standard messaging window, to people who opted in to marketing messages, or as sponsored messages. Message tags can't be used for promotions.

Do I need to tell customers they're talking to a bot?

Meta requires automated chats to disclose it where the law requires, and recommends doing it everywhere as best practice.

Can I reply privately to a comment on my Facebook post?

Yes. Meta's private replies let your Page send one message in reply to a comment or visitor post, within 7 days.

How do I set up automatic replies on Messenger?

Use Inbox automations in Meta Business Suite. Our guide to Facebook Messenger automated replies walks through instant replies, away messages and FAQs.

How do people opt in to Messenger marketing messages?

Meta lists entry points including m.me links, the Send message button on your Page and ads that click to Messenger. People who reply in chat after clicking such an ad are opted in, and anyone can opt out at any time.
